Start with the receiving system
Energy-from-waste plants are designed around specific combustion, handling and emissions-control systems. A receiving specification translates those systems into parameters a producer and supplier can control.
The specification should be read together with the site permit and acceptance procedure. A laboratory result alone does not confirm that a load can be stored, fed and recovered safely at the plant.
Electricity-only and combined heat and power are different contexts
The same RDF can support different energy outputs depending on plant configuration and local demand. A combined heat and power plant needs a viable heat user or network; technical heat-production capacity does not guarantee that heat is used throughout the year.
Close the quality loop
Representative sampling, producer process control, receiving observations and claims data should work as one feedback system. The goal is not a single passing certificate but repeatable supply within the agreed basis.
