A new regulatory framework
Regulation (EU) 2024/1157 replaces the previous EU Waste Shipment Regulation. It entered into force in May 2024, with most provisions applying from 21 May 2026 and specific export rules following their own timetable.
The framework aims to strengthen enforcement, support shipments for recycling and recovery within the EU, and reduce exports that may cause environmental harm outside the Union.
More digital, more traceable
The regulation provides for electronic submission and exchange of shipment information. Businesses moving waste need data and documents that remain consistent across commercial, logistical and regulatory processes.
Waste classification, treatment route, receiving facility and required consents should be resolved before transport is booked. A sales agreement cannot replace regulatory approval.
Exports receive closer scrutiny
Rules differ according to destination, waste type and intended treatment. The regulation introduces tighter conditions for exports outside the EU, including stronger evidence around environmentally sound management.
