One market, different rulebooks

UK and EU waste markets remain commercially connected, but their regulatory systems are no longer identical. Businesses need to check requirements on both sides of a movement and account for Northern Ireland separately where relevant.

Terms such as energy from waste, waste to energy, RDF and SRF may be used differently in commercial discussion. Classification and shipment documents need precision.

Carbon policy is evolving

The UK ETS Authority has consulted on expanding the UK Emissions Trading Scheme to waste incineration and energy from waste. Policy design and timing have continued to evolve, so current government publications should be checked before commercial assumptions are fixed.

The EU is considering its own route for waste incineration under the EU ETS. Differences in timing and scope could affect treatment costs and flows.

Plan the physical route too

Port capacity, baling, storage, haulage, weather protection and receiving windows can determine whether a cross-border contract works in practice. Regulatory lead time should sit in the same plan as vessel and road capacity.

The strongest arrangements connect current legal checks with realistic logistics and an agreed fuel specification.
